ยุคตื่นทองคำดำในแคนาดา

A new Mercer study ranks cities by the quality of life they offer expatriate executives and their families across the world

What foreign postings are most coveted by expatriate executives? To find out, Mercer Human Resource Consulting, which provides advice to multinational companies on international assignments, has come up with a global ranking of the world’s most livable cities based on 39 key quality-of-life issues. They include political stability, currency-exchange regulations, political and media censorship, school quality, housing, the environment and public safety. Mercer collected the data between September and November of 2006 and considered 215 cities around the globe. Switzerland’s main commercial and cultural center, Zurich, topped the list this year, followed by Geneva, and Vancouver and Vienna, which tied for third. สมัคร PR Canada (ตอน 4)

ต่อจากคราวก่อน ผมจัดการส่งหนังสือเดินทางโดยจดหมายลงทะเบียน เสียค่าส่ง 109 บาท โดยทั่วไปจดหมายไปสิงคโปร์จะเร็วแค่ 5 วันก็ถึง ไม่จำเป็นต้องเสียค่าส่งแพงๆ แบบ EMS หรือ courier

15 กพ – ส่งหนังสือเดินทางออกจากกรุงเทพโดยจดหมายลงทะเบียน

20 กพ - ประทับตรา visa ในหนังสือเดินทาง  

21 กพ – ส่งหนังสือเดินทางที่ประทับตรา visa และเอกสาร PR ออกจากสิงคโปร์

25 กพ – ได้รับจดหมายลงทะเบียนเช้านี้เอง ไม่มีค่าใช้จ่ายใดๆ  

ถึงตอนนี้ ผมก็มี immigration visa และ confirmation of permanent residence (IMM 5292)  พร้อมออกเดินทางไปแคนาดา ตามกำหนดการคิดว่าจะไปสำรวจลู่ทางและท่องเที่ยว อเมริกา แคนาดาและอยากแวะเที่ยวญี่ปุ่นด้วย ผมมี visa ท่องเที่ยวแบบ 10 ปี ของอเมริกาอยู่ก่อนแล้ว เหลือของญี่ปุ่นคิดว่า คงไม่ยุ่งยากอะไร

สมัคร PR Canada (ตอน 3)

หลังปีใหม่ไม่นาน ผมก็ไปตรวจร่างกายที่โรงพยาบาล BNH แถวสาทร อย่าลืมใบส่งตัวและรูปถ่าย จริงๆใช้เวลาสัก 2 ชม. ที่โรงพยาบาลนี้จะเจาะเลือด ดูเม็ดเลือดแดง ตรวจเลือดหา HIV ตรวจปัสสาวะ x-ray ปอด เจ้าหน้าที่จะคอยแนะนำเราเพื่อป้องกันผลตรวจผิดพลาด  ตอนพบหมอฝรั่ง เขาจะฟังเสียงที่หน้าอกตอนหายใจเข้าออกว่ามีอะไรผิดปกติไหม  

ค่าใช้จ่ายมีดังนี้

1. ค่าตรวจร่างกาย 3,210 บาท
2. ค่าส่ง courier 1,100 บาท ที่ต้องจ่ายเพราะทางโรงพยาบาลจะส่งผลการตรวจไปที่แผนก visa ที่สิงคโปร์เลย  

รวม 4,310 บาท  

จริงๆมีคลีนิคที่อื่นที่ตรวจถูกกว่านี้แค่สองพันกว่าบาทไม่รวมค่าส่ง ถ้าอยากประหยัดลองไปคลีนิคที่ถนนนเรศ ตรงสี่พระยา แต่ผมเลือกที่ BNH เพราะมีอาหารว่าง กาแฟ น้ำดื่มกินระหว่างรอตรวจและมีที่จอดรถสะดวกดี   

สิ่งที่ต้องรู้คือ วันที่ไปตรวจร่างกายมีความสำคัญมาก เพราะ immigration visa ทีจะประทับในหนังสือเดินทางจะหมดอายุภายใน 1 ปีนับจากวันนั้น แปลว่าเราต้องเดินทางเข้าแคนาดาหรือ landภายใน 1 ปีนับจากวันที่ไปตรวจร่างกาย ถ้าจะเดินทางเข้าแคนาดาเมื่อไร ก็วางแผนให้ดี

กรณีของผม ทางโรงพยาบาลคงส่งผลการตรวจออกไปน่าจะวันที่ 10 มค. หลังจากนั้นก็มาลุ้นต่อว่าหมอสถานฑูตที่ Singapore จะว่าไง

วันที่ 15 มค. ผมโทรไปเช็คที่กรมตำรวจ police certificate ทำเสร็จเรียบร้อยแล้วเลยไปรับวันนั้นเลย 

วันรุ่งขึ้นผมก็ส่งเอกสารไปสิงคโปร์ เอกสารก็มี

1. police certificate 1 ชุด 
2. statement จากธนาคารหรือสำเนาสมุดบัญชีเงินฝากธนาคาร ถ่ายหน้าปก ชื่อเจ้าของและหน้าสุดท้ายที่ updated แค่สามหน้า
3. bankdraft C$490 ซื้อได้ที่ธนาคารใหญ่ๆของไทย แต่ต้องเป็นสาขาที่รับแลกเปลี่ยนเงินตราต่างประเทศ เงินจำนวนนี้จ่ายเป็นค่า right of permanent residence fee รุ่นผมถือว่าจ่ายถูกลงมาก เดิมต้องจ่าย C$975 แต่หลัง พค. 2006 เขามี promotion ลดราคาให้ 50% off ที่น่าดีใจ คือ คนต่างชาติสามารถขอกู้จากรัฐบาลเพื่อมาจ่ายได้ แต่ต้องแสดงหลักฐานความจำเป็นและความสามารถในการชำระคืน มีรายละเอียดที่นี่ครับ    
4. เอกสาร schedule 1 ของผู้สมัครหลักและผู้ติดตาม (ถ้ามี) ที่จริงเคยส่งไปแล้วตอนสมัครเมื่อ 3 ปีก่อน แต่เข้าใจว่าต้อง updated 

เอกสารทั้งหมดส่งออกไปทางไปรษณีย์ลงทะเบียนในวันที่ 16 มค.  

ระหว่างนั้นก็มารอลุ้นผล เวลาผ่านไปเร็วมาก ในที่สุดวันนั้นที่รอคอย คือวันที่ 14 กุมภาพันธ์ ก็มีจดหมายซองสีน้ำตาลจากสิงคโปร์ ในจดหมายบอกว่า เขาพร้อมที่จะออก immigration visa ให้ผมส่งหนังสือเดินทางไปที่สิงคโปร์เพื่อประทับตรา visa วันรุ่งขึ้นผมก็ส่งหนังสือเดินทางทางจดหมายลงทะเบียน โดยต้องสอดซองเปล่าขนาด A4 จ่าหน้าซองถึงตัวเรา ซองจดหมายซื้อได้ที่ไปรษณีย์ซองละ 3 บาทครับ  

      

สมัคร PR Canada (ตอน 2)

ในระหว่างนั้น ผมก็หมั่นเข้าไปตรวจดูใบสมัครของผมว่าไปถึงขั้นตอนไหนแล้วที่ ecas แต่ทุกครั้งมันบอกว่า in process แรกๆก็เข้าไปทุกวัน ต่อมาก็หลายๆเดือนเข้าไปสักครั้งนึง จนผมเลิกเข้าไปดูพักใหญ่ หลังจากนั้นสักปีนึงได้ผมก็ fax ไปถาม เขาก็ตอบมาทางจดหมายว่าต้องรอไปเรื่อยๆ เพราะยังไม่ถึงคิว

หลังจากผมยื่นใบสมัครไปเมื่อปี 2004 ผ่านมา 3 ปีกว่าๆ ผมก็ได้จดหมายจากแผนก visa ของ Canadian High Commission ซึ่งเป็นหน่วยงานดูแลด้าน immigration ในสิงคโปร์ ว่าผมผ่านเกณฑ์คุณสมบัติ แถมไม่ต้องสัมภาษณ์ ทั้งตื่นเต้นและดีใจ จดหมายมาถึงวันศุกร์ที่ 28 ธค. ซึ่งเป็นวันทำงานวันสุดท้ายของปีพอดี เลยจำแม่นครับ

ขั้นต่อไปคือ ให้นำใบส่งตัวพร้อมรูปถ่าย ไปตรวจร่างกายที่โรงพยาบาลตามที่สถานฑูตกำหนด และส่ง police certificate หรือใบรับรองความประพฤติจากกรมตำรวจ ไปที่สิงคโปร์

ผมเลยไปขอ police certificate จากกรมตำรวจก่อน ไปตอนเช้าวันเสาร์ที่ 29 ธค. ซึ่งวันนั้นไม่มีคนเลย ขั้นตอนนี้ผมเคยไปทำมาแล้วเมื่อสามปีก่อน ต้องพิมพ์รอยนิ้วมือ ทำเอามือดำปี๋ แต่ที่นั่นเขามีสบู่ล้างมือบริการฟรีอย่างดี ตามกำหนดใช้เวลา 7 วันทำการ ของผมใช้เวลา 9 วันทำการได้ หลักฐานที่ใช้ยื่นขอก็ไม่มีอะไรมาก เข้าไปดูได้ที่นี่  

การมีประวัติอาชญากรรมมีผลต่อการสมัคร PR มากนะครับ เท่าที่ทราบสำหรับคนที่มีคดีลหุโทษ เช่น คดีเช็ค ซึ่งในต่างประเทศไม่ใช่คดีอาญา ไม่ต้องกังวลลองไปเข้าคุยกับเจ้าหน้าที่ขอให้ลบประวัติออก อ่านเจอว่ามีคนเคยไปขอเขาได้ แต่ไม่ขอยืนยัน  

สมัคร PR Canada ทำอย่างไร

PR หรือ Permanent Residence ของแคนาดาก็คล้ายกับ greencard ของอเมริกา ซึ่งก็คือใบต่างด้าวที่ให้สิทธิคนต่างชาติอยู่อาศัยถาวร จะทำงานหรือเรียนในแคนาดาก็ได้ ผมเคยคิดไว้ว่าจะอยู่ที่แคนาดาสัก 3 ปีแล้วสมัคร citizen จากนั้นสามารถเข้าออกอเมริกา โดยไม่ต้องขอ visa ซึ่งก็ดูเข้าท่าดี  

PR สามารถใช้แทน work permit หรือ student visa ดูรายละเอียดได้ ที่นี่

สมัครยังไง เข้าไปดูที่นี่ ของผมสมัครแบบ skilled workers and professionals คุณสมบัติที่น่าจะผ่านเกณฑ์ 67 คะแนนได้ไม่ยากคือ ควรจบปริญญาตรี มีผลสอบ IELTS  7 และมีประสบการณ์ทำงานในสาขาที่แคนาดาต้องการอย่างน้อย 1 ปี แต่ยิ่งมีหลายๆปี คะแนนยิ่งเยอะ รุ่นหลังๆนี่โชคดีเพราะตอนปี 2001 ผมจะสมัครแล้วไฟกำลังแรง จากเดิมเอาผ่านที่ 67 คะแนนแต่มีการเปลี่ยนกฎใหม่เพิ่มเป็น 75 คะแนน ซึ่งถ้าใครเพิ่งยื่นใบสมัครตอนนั้นคงผ่านยากมาก ตอนนั้นผมกำลังเรียนปริญญาโท คะแนนรวมยังไม่ถึงเกณฑ์เลยไม่กล้ายื่น พอผ่านมาสักกันยายนปี 2003 เขาปรับเกณฑ์ใหม่เป็น 67 คะแนนเหมือนเดิม เราก็หมดอารมณ์สมัครไปแล้ว กว่าจะมามีอารมณ์อีกทีก็ปลายปี 2004  รู้งี้ตอนนั้นส่งใบสมัครไปก่อนจะไม่ต้องเสียเวลารอนาน เพราะสมัยโน้นคนสมัครไม่เยอะมากใช้เวลาแค่ 2-3 ปีเอง   

ลองประเมินโดยใช้ online self-assessment tool ว่าจะผ่านเกณฑ์คัดเลือกหรือไม่ เอาเป็นว่าถ้าคะแนนยังไม่ถึง ก็ยื่นใบสมัครไปก่อน แล้วค่อยพัฒนาตนเองเพื่อเพิ่มคะแนน เช่น ไปเรียนภาษาอังกฤษเพื่อสอบ IELTS ให้ได้สัก 7 หรือ ทำงานให้มีประสบการณ์ตรงมากขึ้น หรือลงทุนไปเรียนปริญญาโทแบบปีเดียวจบก็ได้ หรือ ไปเรียนภาษาฝรั่งเศสเพิ่มเติม  หรือ แต่งงานกับคนที่จบปริญญาโทได้ยิ่งดี 

จากการประเมินคร่าวๆ ถ้าสมัครคนเดียว ควรจบปริญญาตรี + IELTS 7 + ประสบการณ์ในสาขาที่แคนาดาต้องการหลายๆปีหน่อย ถ้าคะแนนไม่ถึง ควรแต่งงานแล้วสมัครเป็นครอบครัว จะได้คะแนนเพิ่มมาเยอะเลย ถ้ารู้ภาษาฝรั่งเศส ก็จะเป็นตัวช่วยอย่างมาก

ตอนผมสมัคร มีวุฒิปริญญาโททางการตลาด แต่ไม่มีผลสอบ IELTS เลยเขียนอธิบายไปว่า มีความรู้ภาษาอังกฤษดี เพราะเรียนปริญญาโทเป็นภาษาอังกฤษ (ส่ง brochure โปรแกรมไปให้ดู) เคยไปฝึกอบรมในต่างประเทศมากมาย มีประกาศนียบัตรรับรองจาก Microsoft ตอนทำงานในไทยก็ใช้ภาษาอังกฤษตลอดในบริษัท IT ที่ดังมากแห่งหนึ่งของอเมริกา เลยขอยกเว้นไม่ต้องสอบละกัน ผลปรากฎว่าผ่าน และไม่ต้องสัมภาษณ์   

ถ้าคิดว่ามีคุณสมบัติพอ ก็ส่งใบสมัครไปได้ที่ Canadian visa office ส่วนจะประเทศไหน ขึ้นกับสัญชาติของผู้สมัคร หรือ ประเทศที่เราอยู่ เช่น ถ้าอยู่ที่ประเทศไหนเกิน 1 ปีอย่างถูกกฎหมาย ก็ส่งไปตาม รายชื่อนี้ อย่างของไทย ก็ส่งไปที่สิงคโปร์

ใช้เวลานานแค่ไหนจากเริ่มต้นจนได้ visa สำหรับ PR แบบ Skilled Workers – Federal ที่สมัครนอกแคนาดา ดูตารางที่นี่  ตรงช่อง processing time ของสิงคโปร์ เพราะใบสมัครจากไทยต้องส่งไปที่นั่น

ตอนผมสมัครปี 2004 ในจดหมายตอบรับใบสมัคร คนที่ได้ visa ก่อนหน้านี้ใช้เวลาเพียง 16 เดือน (ไม่โดนสัมภาษณ์) หรือ 36 เดือน (มีสัมภาษณ์) ก็ได้ PR

แต่คนที่ได้ visa ปี 2007 เวลาที่ทำโดยเฉลี่ยหรือ average processing time คือ 41-50 เดือน กรณีของผมขนาดไม่ต้องสัมภาษณ์ ยังใช้เวลา 41 เดือนเลย ถ้าสมัครตอนนี้ คงนานกว่านี้เพราะที่สิงคโปร์มีใบสมัครมากขึ้นทุกปีจากหลายประเทศ

การสมัครสามารถทำด้วยตนเองได้ทุกขั้นตอน ไม่ต้องจ้างทนายหรือตัวแทน ถามว่ายากไหม ตอบว่าไม่ยาก แค่เตรียมเอกสารให้สมบูรณ์ครบถ้วน เช่น ปริญญาบัตร transcript ใบรับรองการทำงานหรือใบผ่านงานที่ออกเป็นภาษาอังกฤษ หนังสือรับรองการหักภาษี ณ ที่จ่าย หรือหลักฐานการเสียภาษีเงินได้ สำเนาหนังสือเดินทาง สำเนาเอกสารภาษาไทยก็ต้องผ่านการแปลและรับรองโดยกรมการกงสุล กระทรวงต่างประเทศ เช่น สูติบัตร สำเนาบัตรประชาชน และใบเปลี่ยนชื่อ-สกุล (ถ้ามี) 

ค่าใช้จ่ายก็มี ค่าสมัคร C$550 ส่งเป็น bankdraft ที่จะไม่คืนให้ไม่ว่ากรณีใดๆ  

ล่าสุด มีการออกกฎใหม่บังคับใช้ 1 กันยายน ค.ศ. 2006 เรียกว่า simplified application process ผู้สมัครในไทยเมื่อยื่นใบสมัคร ไม่ต้องส่งเอกสารใดๆทั้งสิ้น รอจนกว่าทางโน้นจะติดต่อมา ซึ่งทำให้การสมัครง่ายยิ่งขึ้นไปอีก แต่มีข้อยกเว้นสำหรับผู้สมัครที่อยู่ในอเมริกาหรือแคนาดาไม่น้อยกว่า 1 ปีหรือ คนที่ได้งานในแคนาดาแล้ว หรือ คนที่รัฐ Quebec เลือก
